Understanding UTC offsets

Every time zone is defined as an offset from UTC (Coordinated Universal Time), the global time standard. New York is UTC−5 in winter (Eastern Standard Time) and UTC−4 in summer (Eastern Daylight Time). London is UTC+0 in winter (GMT) and UTC+1 in summer (BST). Tokyo stays at UTC+9 year-round — Japan does not observe DST.

Daylight saving time

DST shifts clocks forward 1 hour in spring and back in autumn across most of North America and Europe. The US transitions on the second Sunday of March and the first Sunday of November. EU member states transition on the last Sunday of March and the last Sunday of October, meaning there is a 1–3 week window each spring and autumn where the US and EU are offset by a different amount than usual. Countries such as India, China, Japan, and most of Africa do not observe DST.
